A dialogue meeting on “Rights and Responsibilities of Female Word Commissioner” was held in Khulna on December 13, 2007 organized by BNWLA. Acting Mayor, Word Commissioners of Khulna City Corporation, Journalist, Lawyers, Govt. representatives and NGO professionals were took part on that dialogue session. The objective of the event was “to discuss the obstacles of the elected women representatives facing rendering their services”. The suggestions and recommendations that revealed at the dialogue meeting:

·    There should be a specific common rules and regulations for Ward Commissioners for all City Corporations
·    Female Ward Commissioners should be independent
·    Participation of female Ward Commissioners should be ensured in development works.
·    It should be resolved that ‘a service holder cannot be candidate of ward commissioner’
·    The executive power of City Mayor should be decentralized
·    Female Word Commissioner should have the authority to give birth or death registration certificate
·    It should be declared that the Word Commissioner is also a Counselor
·    City Mayor should be elected by the direct vote of Commissioners.
·    Local government committee should be existed which will monitor the activities of City Corporation
·    Reserved seat should not be existed. Every one would be elected commissioner
·    The post of the ward commissioner should be permanent
·    There should be equal manual for all city corporations.
·    The Ward Commissioners, irrespective of male or female should perform all the duties and functions of commissioners of Khulna City Corporation.
·    Reserved seat commissioners may issue individual certificates regarding nationality, births/deaths inheritance, character etc.
·    Reserved seat commissioner may assist the authorities to conduct the area census and other surveys.
·     There should be no limitation or restriction on the powers and functions of commissioners elected female reserved seats, in terms of gender discrimination.
·    The power of Mayor should be decentralized.
·    Mayor should be elected by the vote of members.
·    Ward Commissioner may serve as counselor.
·    Local government committee may establish and monitor the activities of City Corporation.
·    One female should be included in three Major panel.
·    Female Ward Commissioners must be included in development project.
·    The post of Secretary, Peon of the corporation should be permanent.
·    Concept of 40%-60% of the membership should be allowed.
·    Equal participation of both male and female in each word.
·    The Government should fix the number of commissioners and reserve One third of the total number exclusively for women.
·    Ensure specific policy for commissioner.
·    The commissioner elected from reserved seats shall be elected from an area comprising three wards, while those elected from general seats would be elected from one ward.
