Press Conference on the Plight of the Migrant Workers who are being forced to return home Print E-mail

BNWLA organized a press conference at the National Press Club in the city on 25th April 2009 to highlight the Plight of the Migrant Workers who are being Forced to Return Home. Quoting different newspapers as well as primary sources Advocate Salma Ali, executive director of Bangladesh National Women Lawyers Association (BNWLA) said over 635 migrant workers died abroad in the last three months, while thousands more are returning with empty pockets. BNWLA is concerned about the matter as these poor people suffered much by loosing their jobs and means of livelihood. Some of them have been exploited physically and mentally which resulted in their death while working abroad. Their family members have been rendered destitute as a result of their sudden death. In addition, due to this present situation Bangladesh might find it difficult to export manpower in future as the workers might be unwilling to go abroad as they might fear for their lives. It will be a great economic loss for Bangladesh as the country at present earns around six billion dollars in foreign remittance.


In order to overcome the present alarming situation BNWLA has placed some recommendations to the government, which are:

 

  1. The ministry of Expatriates Welfare and Overseas Employment and the Ministry of Labor and Manpower should take necessary steps to compensate the workers who returned home.
  2. An impartial committee should be formed to investigate the incidents of death of the workers.
  3. There should be rules and regulations regarding the safety and security of the workers who are working abroad by increasing cooperation between both Bangladeshi and Foreign governments.
  4. Necessary steps should be taken to compensate the affected workers and also punish the false recruiting agencies
  5. Initiative should be taken to collect compensation from the work place of the workers
  6. Consulate office should be introduced with sufficient staff in those countries where there are no Bangladeshi Missions but many pf our workers go for employment. Moreover, skilled personnel should be increased at labor wings in the Missions.
  7. The Bangladeshi Missions abroad should be more active in providing legal and other support to the worker who fall victim to this type of incidents.
  8. The recruiting agencies should be monitored strongly.
  9. Skilled personnel should be increased in the immigration department. In this regard, there should be facilities for proper counseling and training.
  10.  There should be strong coordination between the Ministry of Expatriates Welfare and Overseas Employment and the Ministry of Labor and Manpower.
  11. The workers must have proper information regarding the nature of the job. Moreover, there should be counseling and training facilities for the labor.
  12. Initiative should be taken to ratify the United Nations Convention on Migration
  13. There should be a guideline to revisit the agreement that ensures security of the Bangladeshi migrant workers abroad so that this agreement can be revisited when necessary.
  14. Finally, necessary steps should be taken to increase recruitment of Bangladeshi migrant workers abroad and to ensure their safe migration.

 

In view of the situation BNWLA hopes that the government will consider the above recommendations and implement a proper system for recruitment and placement of the migrant workers that will ensure their rights. This will also guarantee an increase in foreign remittance for the development of the country.
